Job Summary

AECOM has an exciting opportunity in Afghanistan on the Afghanistan - EAGLE contract for a Contracts Manager

. Analyzes .Prepare and maintains appropriate documents and records for Letters of Technical Direction (LOTD) to ensure related efforts are tracked from receipt through execution to notifications of completion submitted. Prepares and maintains appropriate documents and records for Contract Data Records. List (CDRL) to ensure accurate and timely submissions as well as modifications to the documents as may be directed by authorized changes. Maintains appropriate records/data for contract modifications as well as verifies accuracy. Records and tracks all contract site correspondence to and from the Administrative Contracting Officer (ACO) and Contract Management Office (CMO). Must have a working knowledge of property and facilities management. Supports development of contract proposals and rough order of magnitude (ROM) submissions to include integration of personnel, equipment, material, and property requirements as well as in accordance with cost estimating system requirements and government regulations. Monitors compliance of AC FIRST actions with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR). Notifies senior management of potential non-compliance issues. Must be able to conduct meetings as well as coordinate inter-departmental contracting issues. Ensure strict compliance to safety practices and support the AC FIRST Safety Policies and Procedures. Instills a safety first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries. Adhere to ISO Policies, Procedures, and Work Instructions in support of the AC FIRST Quality. Management System. Administering terms and conditions of contracts. Monitoring contract performance. Procuring products and services. Negotiating contracts and/or contract modifications. Providing financial or accounting support to contracts Tracking, submitting, or reporting contract performance, CDRLs, LOTDs, or any periodic submission to the USG.

Minimum Requirements

  • Active Secret / Tier 3

  • Attends classified meetings and requires SIPR and CENTRIX access to classified information necessary to support the USG and documents related to future missions and strategies.

  • Valid driver’s license required.

  • Must be Safety Trained Supervisor (STS) certified or obtained within 90 days after arrival in country

  • High School diploma or equivalent required.

  • Bachelor’s degree required.

  • Work experience may be substituted for educational requirements and/or educational achievements may be substituted for years of experience. Example: Two (2) years of experience is equivalent to (2) years of college and vice versa.

  • 5-7 years of U.S Government-related experience: military service, government contracting, or employment with a government.

  • 4-6 years of experience in one or more of the following.

  • Must have a good understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARs), and related federal rules and regulations.
