Manages vetting, sourcing, purchasing, auditing and multiple procurement staff for an OCONUS contingency life support project including items/commodities such as: machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of group of FOB’s in an austere environment.
Compiles and analyzes statistical data to determine feasibility of buying products from several different regions, establishing vendor database, performance and quality; and, to establish benchmarking and pricing control objectives for the project.
Compiles information to keep site management and corporate management informed on pricing trends, cost savings strategies and overall performance of procurement staff.
Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules.
Reviews quotes and proposals, negotiates prices, selects recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid package, issue BPA’s, MSA’s and other types of purchasing agreements of various types (FFP, T&M, Cost), quantities and values. Per IAP policies and procedures.
EDUCATION & EXPERIENCE:
Bachelor’s Degree and 3-5 years related experience in a procurement/subcontracts supervisory/management role. Four additional years of experience may be considered in lieu of a degree.
Knowledge of FAR/DFAR/CAS/TINA. Proficient in use of Maximo, Microsoft Office Suite, Adobe Acrobat. Frequent use and general knowledge of industry practices, techniques, standards and application of general procurement concepts, and principles.
PROJECT SPECIFIC DUTIES/RESPONSIBILITIES, INCLUDING, BUT NOT LIMITED TO:
Preferred candidate must come from a DoD or DoS background and must have experience supporting Service, Facilities Maintenance, Supply Chain or Contingency projects that are OCONUS based. Coordinates procurement activities between the remote site and main sites engaged in purchasing and distributing materials, equipment, machinery, vehicle parts, and supplies; services and subcontracts by performing the following duties.
DUTIES:1. Interfaces daily with U.S. Government and suppliers/subcontractors to discuss and receive requests for quotations, contract awards, delivery requirements, and specifications.2. May coordinate with IAP Cape Procurement Office in the preparation of quotations.3. Submits final quotations to the Manager of Logistics for review and approval.
Maintains tracking reports of items quoted, prices, and delivery schedules.
Maintains records, files, and procurement status logs in support of all requests for quotations and contract awards.
Advises company management on methods for improvement and increased effectiveness.
Active Security clearance required.
