Program Analyst and Senior Advisor, Afghanistan National Defense Security Force (ANDSF) – Gender, shall analyze, evaluate and advise the ANDSF (both quantitative and qualitative basis) on the effectiveness of MoD/MoI programs in meeting established goals and objectives of women participation initiatives.

Advise and mentor senior leaders of ANDSF Gender Integration directorates at both MoD and MoI in the absence of primary advisor(s).
Advise and mentor on UNSCR 1325, Afghanistan’s National Action Plan and the Elimination of Violence Against Women (EVAW) law.
Monitor, evaluate and assist in the section’s information systems and logistics administration.
Research and investigate new or improved business and management practices for application to MoD/MoI.
Analyze GIRoA information management requirements to develop program or administrative reporting systems including system specifications, data gathering and analytical techniques, and systems evaluation methodology for the MoD/MoI.
Identify or develop data required for use in the management and direction of programs.
Participate in the preparation and assist in the execution of the Women in Security Advisory Committee meetings held three times a year.
Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
Analyze the atmospherics of the Afghan Security Institutions to include planning of movements and conduct of ministerial level engagements.
Serve as SME to advisors in the RS command for all Gender Advisor (GENAD) activities managed in the SFA center to include focused and targeted analysis on the problems in the GENAD area.
Coordinate and fuse cross-pillar activity support of GENAD SFA center activities.
Identify ANDSF Gender governance gaps or problems based on full spectrum doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) methodologies and recommend actions for solutions.
Interface with senior coalition staff and agencies, establishing credible relationships while providing sound methodological solutions and advice on all women’s participation/gender integration management related matters.
Travel to various locations in Afghanistan to meet mission requirements.
Perform other duties as assigned
knowledge & Skills
Possess advanced MS Excel and PowerPoint skills; VBA a plus.
Possess strong communication and interpersonal skills in addition to strong organizational and analytical skills.
Ability to effectively communicate, advise and train others in principles of the associated staff functions.
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Experience & Education
Two or more years work experience in the subject matter area at the appropriate level.
Experience working at the strategic level within DoD or other security related government entity is desired.
Experience with Middle Eastern or Central Asian cultures is desired.
Experience as a Gender Focal Point in a conflict or early post conflict country highly desired.
Bachelor’s degree conferred from an accredited college.
Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
