ANDSF Logistics Manager Afghanistan ***Contingent upon contract award*** The U.S. Government (USG) Combined Security Transition Command – Afghanistan (CSTC-A) has a requirement for continued in-depth functional and programmatic contractor support to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI). This position will be based in Kabul, Afghanistan with dual reporting to the Raytheon Global Training Systems Support Mission Supply Chain Manager and the ANDSF in-country Program Manager. This is a high profile and fast-paced position requiring a logistics professional with experience in logistics and Raytheon Supply Chain procedures. The role will require frequent interaction with the Afghan Military, USG and US Military, sub-contractor security personnel and all program members. The Logistics Manager is responsible for supply chain management and administration of work efforts supporting operations in Afghanistan. Responsibilities include integrated supply chain management for the ANDSF Advisory Program (AAP). The Principal Logistics Manager is the senior supply chain position on the program and will supervise all in-country supply chain personnel. The Manager will successfully create and leverage working relationships with internal and external customers, peers and senior management across multiple domains to accomplish the mission. This position requires a strong customer service and cultural awareness approach. The applicant must possess strong integrity, interpersonal skills, ability to make sound decisions, and take independent action to exceed customer expectations. Required Hours: Work may include nights, holidays, and weekends on short notice. Standard to conduct training management and oversight up to 72 hours per week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. This is key person designated position on call 24 hours a day while in Afghanistan. Responsibilities: Supervises and coordinates all ANDSF supply chain personnel and activities to maintain full control and accountability of Contractors acquired and Government Furnished Property (GFP). Coordinates and manages matrixed supply chain functions (Procurement, SubK, LAM). Assists in managing development Subcontract SOWs, flow down documentation and ensuring transition into execution Participates in preparation of budgets and forecast for all contract work Reviews Bills of Material and presents assessment to platform management Assists with on-site direction of subcontractors to manage performance as well as timely and accurate invoicing of work performed. Performs/assists in EVMS analyses. Analyzes and tracks project funding requirements. Analyzes and tracks purchase orders. Develops relationships with local vendors to support procurement. Authorizes and reconciles all local procurement expenditures. Works with program finance to integrate and report performance internally and externally. Participates in and promotion of a team environment. Prepares reports and data analysis for senior supply chain management review. Effectively communicates information to management. Suggests and implements corrective actions. Reviews purchase requisitions and orders, and documents to ensure requirements are complete. Creates material and labor targets for subcontractors for OAWR work and anticipated contract growth. Required Qualifications and Skills : Must possess final (not interim) DoD SECRET Level Security Clearance before deployment and maintain clearance. Possess current United States passport with 6 months of eligibility remaining Must be able to obtain Afghanistan visa Experience on projects of similar size and scope in last 5 years Three years logistics contingency support experience and life cycle logistics experience Familiarity with U.S. Government supply chain management standards . Strong negotiation skills and ability to lead effectively and resolve conflict within a matrix environment. Demonstrated ability to influence decision-makers and interact with partners and customers. Minimum 6 years of related experience in Raytheon Supply Chain Proficiency with Excel and Microsoft office automation tools Strong mathematical and analytical skills, and written and verbal communication and presentation skills. Strong cultural sensitivity, interpersonal, and leadership skills Ability to quickly learn and utilize new business/financial systems Ability to interface with managers and other supply chain and finance personnel Self-starter with good organizational skills who can work independently and as a team member. Experience in import/export compliance Experience in cost estimating and basis-of-estimate generation Physical Requirements/Working Environment : Willing to deploy to and reside in Afghanistan with understanding there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas. Willing to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces. Able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Meet the medical requirements as determined by pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, and able to routinely climb / descend stairs or rough terrain. Able to grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/ below shoulders. Able to read and interpret newspaper and typewritten print, and communicate by voice and detect sound by ear. May be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment. May be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with region. Physical requirements include but not limited to wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceeding 70 lbs., and unassisted movement over uneven terrain. Desired Qualifications: Experience in material management programs, including Maximo Experience in subcontracts management and/or procurement Familiarity with import/export requirements associated with international contracts Previous experience living/working internationally Familiar with relationships between Resolute Support, CSTC-A, and the ANDSF. Previous experience with security operations or managing programs that support Afghanistan or Iraq Security Forces. Required Education: Master's degree or eight years of relevant experience in logistics contingency environments may be substituted for the Master's Degree. Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied. 112621
