JOB DESCRIPTION: TAAC-Air Operations Support Services (OSS) Subject Matter Expert will to train, advise and assist the Afghan Air Force (AAF) attack and mobility squadrons to develop fundamental enduring training and scheduling processes that are critical to a military flying squadron. The OSS training program provides personnel for training services as curriculum developers, instructors and advisor personnel. Relevant Subject Matter includes the establishment and long term execution of processes/shops which provide for a self-sustaining military aviation squadron. These processes/shops include: Training, Scheduling, Standardization & Evaluation, Safety and Tactics. The SME will work alongside Coalition Air Advisors in the establishment and training of these Flying Squadron processes and associated offices/shops. The SME shall participate in team, technical, and working group meetings as required; prepare and present briefings to the US Government as related to this effort; responsible to function within the RTN staff; provide inputs to WFF/WTA management; participate in the planning process and recommend improvement opportunities. SME's will be responsible for either the Attack Squadron processes/shops or the Mobility Squadron processes/shops. WORK LOCATION: Kabul Air Wing, KIA, Afghanistan or other location in Afghanistan as required. REQUIRED HOURS: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to ten (10) hours per day while at OCONUS work site(s) and a standard 40 hour work week while in CONUS. JOB DUTIES & RESPONSIBILITIES: • Train AAF flying squadrons to develop a squadron Training/Scheduling program for aircrew members. • Coordinate with USAF & AAF advisors on a daily basis. • Assist and develop a glide path for the AAF to meet Capability Milestones (CM). • Assess the AAF's progress toward CMs and balance assessment with AAF aptitude, personnel availability, and resource constraints. • Provide daily, weekly reports, presentations as required to Raytheon's Warfighter Focus (WFF) Program Area Director, Support Mission • Develop products and train various coalition and AAF aircrew and leadership. • Adhere to all scheduled timelines, milestones, delivery schedules and administrative requirements to include on-time delivery of reports, data products, billing invoices, staffing of personnel and action team completion. • Ensure timely problem identification and development of corrective action plans impacting the contract. • Develop curriculum, train, advise, assist and mentor AAF squadron personnel as required in the establish of and long term sustained management of AAF Attack and Mobility Squadron processes for: --> Training --> Scheduling --> Standardization & Evaluation --> Safety --> Tactics REQUIRED QUALIFICATIONS: • Bachelor's degree & six (6) years of related experience, OR four (4) years related experience with Master's degree, or two (2) years with related PhD are required. Eight (8) years of additional equivalent work experience (14 total years) may be accepted in lieu of BA/BS education requirement. • Former service member with Aviation experience and broad experience across multiple squadron processes/shops. • Specialized experience in a military or civilian aviation training environment. • Experience/sensitivity with diverse cultures. • Strong interpersonal and organizational skills, coupled with Strong analytical, writing skills • Strong MS Office Skills. • Experience preparing written correspondence and information products for staff and company employees. • Excellent organizational and management skills. • Excellent problem solving skills and ability to timely implement new solutions. • Valid US Passport with at least 1 year validity. • Must be able to obtain & maintain an Afghan visa. • Must be able to obtain & maintain a US DoD Secret security clearance. PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT: • Include, but are not limited to, the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs. per piece, and the unassisted movement over uneven terrain. • Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas. • Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. • Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. • Ability to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day; routinely climb / descend stairs; routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders; read and interpret newspaper and typewritten print; and communicate by voice and detect sound by ear. • Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions. • Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment. • The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. • Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied. DESIRED QUALIFICATIONS: • Good understanding of USAF Squadron Operations. • Overseas experience. • Previous experience training and advising foreign military soldiers. • Previous experience as a USAF squadron Training Officer, Scheduler, Chief of Stan/Eval, Safety Officer or Weapons and Tactics Officer. 100246
